You are correct, of course. "Progressive", before it took on its Marxian cachet, meant someone who figured he had an idea of historical direction and that it was a political obligation to help/persuade/force his fellow citizens to pursue that direction. Government being coercion, this inevitably is more force than persuasion.

And yes, this led to Prohibition, whose apologists continue to this day to insist that everyone would be better off if they only obeyed the social vision of a few. In that sense progressivism was the enemy of liberty even before the Marxists hijacked it.
