Didn't Bush allow for foreigners to join the US military even though they live in their own country and have no connection to the US and in return they get a US Citizenship?

No, there was talk of recruiting some foreign born people for the military with specific skills like language, but they would be coming here legally. I don't know if the program was ever implemented but the numbers were very small.

During the Vietnam war we did allow Canadians and some others to join our military, but that was in time of war. Technically, even illegal aliens are supposed to register for the draft and could be drafted in time of real emergency.
