The media will try to convince us there is a difference, we should know it is in how they plan a meeting, for example, citizens invited to town hall meetings where some roles are scripted, but there is an adherence to conclusions reached in accord with a plan already decided upon by those who facilitate the meeting.
The process used to facilitate the meeting is called the Delphi Technique. Simple explanation here;
