But we need to be aware of these rules and their potential impact: there is surely inherent bias to a process which allocates one set of criteria to certain states and a different one to others. Winning Texas and Georgia by 30% of the vote each will give you a net advantage of 60-70 delegates. Winning Calfornia and NY by 30 votes apiece will give you a net gain of 267.
