So marriage cannot be valid __in God's eyes__ unless the parties to the marriage contract have access to a priest, a preacher, or in the case of a civil union (addressing matters of inheritance, etc.), a notary public?

Is God not a witness?

Yes, and that’s what the Church teaches too.

That’s I think the last of the religious discussion that people keep bringing up.
