Typical mafia style hierarchy. Basically all conspirators, each having a hand in the operation. Only one needs to turn state’s evidence except the state is involved also. A Federal prosecutor would be the way to handle interstate commerce.

That's a little extreme. How about firing the Board of Trustees and totally reworking how the school is governed?
But the school has definitely changed a lot. I didn't graduate all that long ago, but it already feels like a different place.
