I'm glad the charges were dropped (although, I consider being charged with anything, not totaly "dropped"). I don't understand how NY gets away with not returning the guy's property. Bet they give the gang bangers their guns back!
I suggest you have a conversation with a local gun shop owner first. In my county you apply with the local sheriff. Helps if you can establish you have credible threats to your safety (landlord collecting rents, laundromat owner, etc.).
