I as a majority of one, think that Less than lethal rounds are a boondoggle unless the officer thinks that there is absolutely no chance that the perp is armed.

There is no way that less than lethal rounds would have an application in that situation. The only use for less than lethal round for USBP is to pop the kids that climb the fence to throw rocks at you.
