I agree with you.I have an online friend who is a special ed teacher and has been for about 30 years.Over the past 10 or more years she says that she has went from being able to teach kids who could be taught to being forced to spend the same amount of time each day with kids who basically have the intellect of an infant and their parents expect her to teach them something.She calls herself an overly paid babysitter since 70% of her day is now wasted on kids that will never be able to hold a pencil let alone be able to recognize a letter or write it.

Even worse, too many of these kids need assistance (some one on one) and school districts have been forced to hire classroom aides to accomplish this.
Another hidden reason why school budgets have exploded.
