If you’re involved in an accident, does that give the police the right to search your car?
Reckless driving is a crime. Police have the authority to investigate a crime scene. Was the perpetrator high? Drunk? Indisposed? OTOH, while I previously noted that a Glock should be holstered or unloaded, I doubt that R.I.’s gun laws are weapon-specific, so maybe there are gun-rights issues at play here.
