Just what percentage of these eco-lemons were “purchased “ by government entities?

No, and that is one of the biggest problems with government (and not just the Government Motors part) today. When you're ingovernment you NEVER have to admit what you did was wrong, incredibly stupid, or even downright dangerous. You just say "We didn't go far enough." and keep on with the same moronic tyrannical behavior.

They are stupid and/or simply won't admit they are wrong because they are pushing a political/power agenda, not environmental concern.
Couple of weeks ago I walked by a Nissan Leaf in a parking lot with a bumper sticker on it that said something like "Zero Emissions Vehicle" - Sadly, and an unusual occurrence for me, I didn't have a pen and paper handy to leave the misguided driver a note. I would have asked them if they have a wind and/or solar powered charging station at home that is their sole method of charging the vehicle. If not, well, that power has to come from somewhere.
Thanks to the eco-freak {expletives} in this Country that means probably not nuclear, so it would be fossil-fuel generated power. (wind, solar, and hydroelectric are a small percentage) Hardly zero emissions. In fact, the end-to-end efficiency of burning fossil fuels, generating electricity, transmitting it (with up/down voltage conversions), storing it, then converting it to motion...is actually less efficient than a small modern internal combustion engine. So this misguided fool, sooo concerned about the environment, is actually doing more damage to it than I am driving my 4 year old hatchback which gets nearly the same mpg as the hybrids.
Like my fiancée says, "They're more proud than they are smart."
