So that last clause includes pretty much anyone who uses Facebook, twitter, email mailing lists, a blog, or a pinglist like those used on this site. That encompasses a significant percentage of everyone who uses a computer in the US.
That’s how I read it exactly. Anymore usually the most up to date information comes from people’s twitter accounts on site and their facebook status updates. Recent examples are the OWS, the Eqytptian revolution along with the squashed Iranian uprising. DHS already keeps tabs on the people like Rush but now they can come after anyone that posts anything they don’t like
