He signed his name to it. It passed by "unanimous consent" so I don't know if he signed it, but it he did not object. It does say "citizenS", plural.

He and Hillary (and Leahy, McCaskill, Webb and Coburn) were on the committee who discussed it with Chertoff and presented it to the Senate. Of course, the original longer discussion has been scrub a dub dubbed from the internet.
