access routes to warm spring-fed rivers

Lost me right there. I've bathed in springs. I've never found a warm one. Sure, there may one in Arkansas, and a few in Greenland and the ones out in Kamchatka.... But most springs are **** shriveling, heart-attack inducing, painfully cold.

Try again, Mr. Government man.

The average temperature of a Florida spring is 72 degrees year round.

Probably feels pretty warm when the ocean temp. is closer to 60°.

It’s all relative, pilgrim. 72 degree springs are indeed warm compared to waters chilled by below freezing air temps over other waters nearby. Same thing happens to other life forms susceptible to the cold down south like snook fish and others which perish by the thousands in rivers and off shore during an unseasonable “cold snap”.
