That's not very coherent. Especially the last sentence. But a lot depends on the context.

Democrats are going to say, "Where was the Tea Party when Bush was overspending and running up deficits?" and that's something any Republican candidate has to have an answer for.

It won't be the main message, but the answer to that objection has to be in the Republican message somewhere.

The answer is that the TEA party movement was formed in reaction to the democrat congress, Bush and the entrenched GOP establishment screwing things up. Obama is the target, obama with the democrat party pushed this crap on the nation and obama should get the blame at every opportunity. Blame Bush, not obama; what a bunch of crap! The democrat party and obama deserve and should get absolutely NO respect at all.
