I think it is possible he had contact and/or indirect support from kgb contacts that would have been around the kind of crowd he apparently hung with in college. Also, the russians had him alone in siberia for a few hours while he was in the senate, which I suspect was really a debriefing/discussion.
In other words, the russians have tremendous influence/blackmail power over him.
Maybe the KGB just went to Indonesia, pounded the pavement and built a file. That file is in a fax machine, a finger is over the send button waiting for US missile plans and that finger is starting to get the shakes from Vodka with drawls.
