I think I have discovered the name of this secret new American technology. It is called sunshine.

South America is sitting underneath a persistent hole in the ozone layer. And the sun in their summer is 7% stronger than in our summer due to perihelion being in January.

This has long been a concern in the southern hemisphere where protection from sun is even more vital to health than in our hemisphere.

Chavez and the rest are probably just spending too much time outside.
