I just googled Newt/food stamps to see what was the rationale for what I heard on the news about Newt advising blacks to demand cash instead of food stamps.

Well, come to find out it was that Newt said a paycheck instead of food stamps, which would be to demand job creation instead of government dependency.

Totally different story and I'm glad and I'm sorry I misunderstood.
