I’ve read other excerpts that were worded differently. I guess the Senate and House have different versions. This thing is so horrible.

Who knows? I can only guess.
My guess is, they thought that the ILLEGAL IMMIGRANT IN CHIEF was going to VETO this bill, like he said he would, because of this language.
My guess is, they thought the general public wouldn't find out the details of this monstrosity,
and the public would hear the Kenyan Turd vetoed a cost-of-living pay raise for the military.
But that's just my guess.
Who knows, they might have not even known what was in the bill before they voted on it.
