Didn't Congress pass a bill to cut off money for this stupid law?

They did, but still some producers would have to continue producing the 100W incandescent for that bill to have any practical effect. Producers are already geared up to produce the new bulbs and it's not clear if any would or could continue producing the old ones.

The only room we use the 100w bulb is the computer room. Higher ceiling. The problem is that we have a dimmer switch and we haven’t been able to find a spiral 100w that is made for dimmer switches.
