How about a 13 month calendar with 28 days each month except the last month of the year which would have 29. On leap year the first and last month would have 29 days.
But actually it might be even better to always have 13 months of 28 days each, and the other day or two would be free floating holidays.
I’ve always thought that Spring should start on January 1st.
