You still need the votes ~ not to be the devil's advocate about it all, but if you don't have the votes (3/4 of them to rewrite the Constitution, 2/3 to discipline the body), you likely can't get all the good stuff done.

The politicians don't want a balanced budget amendment to start with ~ and they don't care to punish the wicked either.
