Funny how that letter has no date....any way to corroborate that it was written before the SHTF on this matter?

That is an excellent question. I did some forensic research on the letter. I re-fetched the letter from the website URL (http://www.rpv.org/sites/default/files/2012%20Petition%20Certification%20Process_1.pdf) and inspected the Last-Modified header in the HTTP packet using WireShark.
The Last-Modified header reports "Last-modified: Wed, 21 Dec 2011 15:25:25 GMT".
I then did search of text strings hidden within the .PDF file. I found the following text string:
>>/Author(Dave Rexrode) /Creator( Microsoft Word 201 ) /CreationDate(D:20111221100053-05'00') /ModDate(D:20111221100053-05'00') /Producer( Microsoft Word 201 ) <<
It appears that the PDF creation timestamp is 2011/12/21 10:00:53 EST. This corrolates to within 25 minutes of the HTTP Last-Modification timestamp of Wed, 21 Dec 2011 15:25:25 GMT. (EST is -5 hours from GMT.)
So it would seem that the letter was generated within the last 4 days.
There is a rumor over at Hot Air that the VA GOP rushed through the 15,000 signature rule just last month.
Question: Is the rumor true? Did the VA GOP rush through a new rule to create a 15,000 sig exemption with no checking? If so, why?
This is definitely worth investigating.
