I’m pro newt but this one detail of his illegal alien plan would inadvertently wind up undoing a lot of the good he does just the way Reagan’s amnesty plan undid a lot of the good he did. .... Not because of the law itself that was passed. The law Reagan signed itself provided for amnesty AND border enforcement. However, in practice what we got was amnesty plus surrender of the border and a tidal wave of illegals because the Mexican saw the bill as surrender of the border and the internationals saw the bill as a free flow of workers on the way to a NAU. Which according to Vincente Fox is what bush junior wanted to do officially until 9/11/01. (and what he did unofficially thereafter.)
So the next grand bargain has to be written with an eye on how it would work in practice.
Newt’s current idea of local control of INS duties would in in practice — break up the USA—because it would give sovereign duties to local entities.
