I saw Perry in his speech yesterday to Iowans in Clinton Iowa and he said definitely that he would enforce the laws that are on the books NOW. That came from his mouth yesterday and I heard it.

That is if you want to hear it directly from Perry himself.
Otherwise, vote for Bachmann or Santorum. They are both conservatives. But keep in mind that neither of them have ever dealt with the border or illegals.
