Most spending has been locked in by earlier Congress's so there is very little to cut in terms of the overall budget which just grows automatically now.
The entire system needs to be revamped, but the GOP doesn't have the nerve to do what it takes.

Certainly there must be some way to undo mistaken appropriations - especially when there is no money to pay for them and they are leading to the ruination of the nation.
