You know no one because the Texas Leg overruled Perry, with a law. Perry was not "overruled" by anyone.
Perry just did what so few politicians do these days: Listened to his constituents and respected their vote.

Roughly 60 state lawmakers called on Perry to rescind the order. He refused. Just six weeks after Perry put pen to paper, the Texas House rebuked him on March 14, 2007, passing HB 1098, overturning his executive order by a vote of 119-21. The Senate followed suit the following month by a vote of 30-1.The Leg overruled him with a veto proof vote. Do not try to sugar coat it. He got spanked on the issue.

You are correct in that it wasn’t just anyone but the Legislature and their action that negated Perry’s EO. There wasn’t a thing he could do about it but accept the legislative action.
