OK. That guy has no business handling a firearm. I just tried to hold my Airweight Bodyguard in a way that puts one hand on the trigger and one finger of the other hand over the muzzle. I have average sized male hands and the only way I could even get a tip of a finger over the barrel was to hold the gun in such a non-functional two hand grip that you would never “accidently” do it. There is nothing unsafe about a 2” barrel unless it is in the hands of an idiot—and then any handgun is going to be unsafe.
Now, if he was holding some little pocket .25 or .22, that would be a different story.
There was no thinking, there was no thought process at all.
He said everything happened so fast he really didn't know what happened. It was shoot or be shot.
He thought the other guy had shot him in the finger until the police told him he had shot himself.
BTW he was good enough that even though the other guy had his gun in his face, he was able to pull his gun fire. He lived, the other guy got hauled off in the meat wagon.
