I believe the law states while in transit. He could get off the plane, rent a car, drive to Kentucky or Florida, and return to the airport and get back on a plane home. Until he arrives back home, he is in transit.

Transit typically ends when you stop to visit grandma, conduct business, etc. If he had merely been passing through, he wouldn’t have left the airport and gone on to conduct whatever business he had in NYC.

If you want to be safe, don’t travel to NYC and tell others you won’t go there and why.
