Grassy roofs, “rain gardens” and “green infrastructure” are going to prevent sewage runoffs, how?

Grassy roofs in a climate that gets as cold as Chicago? Oh yeah, freeze-thaw cycle induced maintenance. Un-huh. Going to be a real money saver... And since Chicago is rolling in it...

Better control of rain water and storm sewer system so it doesn't get mixed in with the sanitary sewer system and overflow it during a big rain. Around here one of the big no-nos is running a sump pump into the sanitary sewer system.
