Actually, some of the Longshoremen in Longview, WA, were paid per Dan Coffman, who is president of the ILWU Local 21 in Longview. The Pacific Maritime Association, representing shippers, agreed to pay some workers for a few hours even though the Longshoremen didn’t work.
