I think it is possible to develop a program that defuses most of the negatives. The biggest one is, of course, citizenship (and the concomitant voting allowed with it). What are these "unintended consequences" that you so astutely see that I don't??

You don't see the potential for violence and unrest to having a permanent underclass?
You don't think they'll still be consuming welfare benefits?
You don't think they'll still be having anchor babies?
This is typical Newt cracking the lid on Pandora's box, without really thinking things through - or shortsightedly minimizing the potential drawbacks. Exactly how we got to where we are. Maybe our politicians should start taking the Hippocratic Oath like doctors do? First - DO NO HARM!
