The U.S. State Department warned on Monday that a plan by congressional Republicans to fast track the Canada-to-Texas Keystone XL pipeline decision would violate environmental laws and force it to withhold approval.
Correct me if I am wrong, but didn't the State Department already approve the pipeline?
Yes with 27 pages of conditions, one of which was the obummer signing off on the project.
