Canada has already pretty much decided to sell this oil to China. I believe the pipeline is a dead issue.Canada has warned that it will sell the oil to China. The issue is not dead.

The last thing Canada wants to do is walk away from the better netback in the US. They'll wait for us to regain our sanity.

Correct. Canada has not ever stood in the way of this pipeline. They've approved it. They would prefer to sell to us.
Were they objecting to it in any way, the State Department might have a point. But since Canada has already approved the pipeline on their side of the border, the State Department needs to butt out and shut up. Otherwise, they are the ones interfering with international relations. Not congress.
BTW, congress could vote to defund any or even all of the whole damn State Department if they chose to do so.
