Volunteer boards or paid? If paid, that is another level of bureaucracy.

Either way it's another layer of bureaucracy and a magnet for bribery.

My solution: Beef up our immigration courts to handle a million deportations of illegals per year. That and self deportation when the welcome mat is pulled back will fix the problem in a few short years.
