I don’t get it - HOW are clinton and obama able to obligate money anywhere? Isn’t that the job of the legislature? How do they get away with that?

I don’t get it - HOW are clinton and obama able to obligate money anywhere? Isn’t that the job of the legislature? How do they get away with that? The State Department has a budget (as determined by the legislature) that it can pretty well do with as it sees fit?
