So the construction takes place in winter on an ice road that melts when summer comes, hence the roadless facility?

At some of the locations, like a remote drill site, a gravel pad is built so that construction can continue after the ice road season ends.

It requires stranding some heavy equipment until the following ice season, but it has been done for larger projects. Drill Rigs have also been stranded this way to continue an ongoing drilling program that will last until the following winter.
