Nice spin. The only thing that changed Constitutionally in Texas was that Perry has been able to serve so long. He still has little control over the budget process as compared to the Lt. Governor.

No spin whatsoever. You missed the point. I made no suggestion that anything had changed constitutionally in Texas.

Because Perry has served so long, he has been able to appoint allies in important positions of power. He has essentially created a cabinet where one does not exist. He runs Texas as if he had a cabinet similar to that of the Executive in D.C., which means he is not ill-equipped to run such a form of government as you suggested.
