By definition a “lie” always includes intent. An untruth could be due to actually believing the untruth. That doesn’t make it any less untrue, any less harmful, and always mean some level of incompetence, but it doesn’t necessarily mean there was intent to tell an untruth.
But when the incompetence gets grossly incompetent, it is safe to assume that a reasonably intelligent person would have known better.
Gross incompetence is a kissing cousin to lying.
We are familiar with “dumb insolence”; we are now confronted with a new mockery - “malicious ignorance” - which is not knowing purposefully, so as to avoid responsibility.
