Pretty much a rice bowl mentality. No different than the Forest Service and Park Service having a fit over letting Border Patrol into their areas that are on the border. That attitude spawns smuggling routes where the traffic destroys the countryside, leaving a swath of garbage and setting wildfires to distract authorities.

The FS doesn't seem to have an effective policy/enforcement of folks growin' non-trees in the NF.

Which is the same attitude (well, that and budgetary greed) that causes the US government to have over 50 armed agencies that attempt to control drug trafficking.
