I believe the infraction is one of violating a FAA regulation, not a law. Likely Interfering with the flight crew.
The neat thing about this infraction is the Government can fine you without having to prove anything, and you DO NOT get a hearing before a judge. Also, no right to appeal the ruling. It is pay up or else. (something for everyone who flies or even goes onto airport property to keep in mind).
