Apparently Gov. Perry's remarks flew over your head. Obama is pandering to identity groups and signaling that the U.S. finds (most likely just a campaign talking point to Barack) gay rights to be a baseline of our foreign policy. It's an outrageous position and Perry called him on it.
It seems that the current administration is threatening to decrease aid to nations who persecute persons who are perceived by the state authorities to be gay or lesbian.
Gov. Perry earlier stated that foreign aid to all nations should begin at zero and then be apportioned according to US specified benchmarks each nation meets.
However, now Perry is saying that regimes who persecute those who are perceived to be gay or lesbian should not have any of their aid from the US cut due to their imprisoning or executing of those who are perceived by state authorities to be gay or lesbian.
It is now unclear of where Perry actually stands.
If Perry wants to cut off all foreign aid, why is he troubled by a move to reduce foreign aid to nations that persecute those who are perceived to be gays and lesbians?
