Not if you believe that some laws are moral laws and others are not. (That is a leftist anti-religion viewpoint) All laws are a form of legislating morality.
You dont get to pick and choose and call some laws examples of legislating morality and claim that others are not. The leftist likes to play this game because they despise religion and like to divide laws this way the same way they divide people this way.
