I suspect the UN ,which IS the climate conference, will come up with a tax at the UN and obama would simply acquiesce
Legally, internationally and nationally I have no idea how that would function but would not be surprised to see the UN try to pull it off.
The only reason the UN has been such a supporter of the ‘Global Warming’ scam was to establish a taxing authority. I will be the first to predict that only a select number of countries will be subject to the tax. Any ‘developing’ country will be exempt from paying such a tax as will their citizens.
