Yes. A jet keeps power up on landing in case they have to go round again so an arrestor snags the plane to stop it.

I think they are talking about the arresting gear engines. When you see a plane land on a carrier and it catches a wire you are seeing just the visible portion of the arresting gear. Below deck that cross deck pendant is attached to big set of pulleys and a hydraulic ram to absorb the kinetic energy of the jet landing.
I would describe the engine in more detail, but who knows what the Russian came up with, instead.

Just like in days of old, especially with Czar Pootie, aside from both militarily engaging mainly civialians they remain most likely to shoot at each other long before we or anyone else needs to worry with either.
Other than being down-wind for any fallout, I would dig watching em go after one another.

four wires gives the pilot one more chance of snagging a wire on any given pass where three gives him one less chance
and the one wire is NOT the preferred wire anyway

Here's a higher res shot of that same pic...clearly the arrestor lines are not on the carrier yet...on her second trials. She does not have the J-15 aircraft ready yet (two prototypes and two now painted in official PLAN colors is all they have) in any case.
They will be checking out the vessel and its systems this time around...and perhaps making a few helo landings.
