In a missing person case, how can the police not inspect a storage unit rented by the boyfriend?

She went missing 28 years ago. I'm guessing that after nine years, it was a cold case and the police weren't actively working it. Her boyfriend, Frank Julian, didn't have this stroage locker when she went missing. Even after eight years passed by, he didn't have this storage locker.

According to the article, Frank Julian didn't rent this storage facility until nine years after she went missing (the article says he rented it only nineteen years ago). Unless there was some reason to re-open the case and start the investigation over again, the police wouldn't have any knowledge of this locker.

Thanks. Makes more sense now. I obviously didn’t pick up on the fact that he rented it 19 years ago. Horrible case.
