This is a rarely exercised power.
According to wikipedia, the last time this power was exercised was in 1948, when President Harry S. Truman called a special session of Congress.
President Truman planned to campaign for reelection against the Do-Nothing 80th Congress, so he called these sessions to embarrass the Republican majorities by accusing them of not acting on important social matters.
Rush Limbaugh has noted that Obama is modelling his campaign on the Truman campaign.

The House should NOT convene IMO. Republicans would benefit politically from calling his bluff. After all they have passed legislation dealing with this and the Dems blocked it in the Senate.
(It’s ‘a political question’ whether this is ‘extraordinary’ so no courts are involved. There is no penalty.)
