WASHINGTON (MarketWatch) - President Barack Obama suggested Friday that Congress may not enjoy a long holiday break if the House and Senate have not passed an extension of the payroll-tax cut. "We need to get this done. And I expect that it's going to get done before Congress leaves. Otherwise, Congress may not be leaving and we can all spend Christmas here together," Obama said.
White House spokesman Jay Carney said Obama's remarks were "a measure of the seriousness of the issue at hand."
Rival bills to extend a payroll tax cut have failed to collect the 60 votes needed in the U.S. Senate to move ahead.
Both sides have predicted an eventual deal to renew the tax cut, which is due to expire at the end of the year.

The House should NOT convene IMO. Republicans would benefit politically from calling his bluff. After all they have passed legislation dealing with this and the Dems blocked it in the Senate.
(It’s ‘a political question’ whether this is ‘extraordinary’ so no courts are involved. There is no penalty.)
He’s been golfing and vacationing all year and now all of a sudden he’s engaged in legislative conversation.

And just how does the commie dictator wannabee think he is going to stop them if they decide to leave?
I wouldn’t call this a ‘extraordinary occasion’ but then again, this is all Kabuki Theater with each party playing good politician/bad politician so, unless us peons get a copy of the script, anything is possible.
I do not think co-equal means what he thinks it means...
Two other scenarios:
They don’t recess, just continue the one minute pro-forma meetings.
Two, they recess, he calls a special session, they assemble and promptly vote to adjourn to a date both houses agree on. He appears to have the authority to call them in, but not to keep them there if they can agree on a date. I suppose you could get into an endless cycle of Presidential calls to assemble and Congressional adjournments, though.
