I agree with the to fat to fight part but that's all. If you can't pull your load or keep up when conditions get tough your a danger to the other troops. The part about to fat to safely train is another part I agree with. If they want in the military bad enough they'll drop the weight and get in shape otherwise look for another job. Hell when I went enlisted in 68 we had more problems with people trying to make weight instead of being over weight. One of my biddies ate 8 lbs of banana’s the morning of the weigh in.
