The bestiality issue is just a byproduct of the way the Code (and most state laws) were written, to lump bestiality and sodomy together.
Note especially that the original punished “rape and sodomy”, but the bill says “strike rape and sodomy and put in (just) rape”, so this is very deliberate.
Umm...Article 125 of the UCMJ has been repeatedly violated by 95% of the members of the miltary for decades.
